or disabled by the very admins that find themselves stranded on the
freeway when their cars fuel gets shut off because asterisk crashed
while they were away :)

In all honesty rather than going with this idea too much further and
trying to ram a technology into a place it may not be well suited for,
how about looking at how asterisk deals with presence information. It
could do presence which would include extra data, how that gets used is
upto the individual channels and apps that all interoperate with it.
Having a GPS attached to a vehicle which relays the data to a server
could just extend the existing infrastructure.

While I dont think that something that cuts the fuel upon theft (which
has to first be detected) is a good way to go for an asterisk add-on,
certainly integrating this into asterisk so you can call a TTS app that
would give you control over it may. That could report location, average
speed, etc. That could also all be done without any modification to
asterisk itself and just via an addon like an AGI.
