besides what he described can be used for things where people
specifically opt in. Systems like that were used by volunteer fire
departments in rural areas, I would think that by volunteering to be a
fireman is a clear opt in for a call about a fire. Then there are
systems for schools to inform parents of schedule modifications, etc.
Its not always mci calling during dinner asking if you are happy with
your long distance service. In the same way all bulk email is not
considered spam, this mailing list is one type of bulk email that
generally is considered good.
