Be cautious about XO if you want to allow people to have physical phones
at each end, such as for a calling card service or similar. XO has in
the past marked their US traffic ESP to save money, but this requires
that one end at least be voip. They require an "indemnify and hold
harmless" agreement in the contract, where if you do have physical
phones on both ends of a single call, you can be on the hook for any
fines they are assessed and their legal costs relating to that. If you

I dont know how many carriers do this, only that they do at least some
of the time. So be sure that you understand what you are agreeing to.
This is one of the reasons that vonage for example has in their contract
that you cannot hook your ATA up to a pbx or anything that might bridge
to a real phone. You can get lower per minute rates but the service
becomes less suitable for all users.
