Maybe I'm missing something here, but as a carrier you know what rate
centers are more expensive, don't you? These are rural rate centers
that don't normally receive many calls from your network. Why not just
exclude those rate centers from your "unlimited" plans. Inform the
customer when they sign up for the plan that a number of numbers located
in rural areas are excluded from the "unlimited" plan. Provide a list
of NPA-NXXs to customers that ask for details, provide an intercept
message if a customer calls one of those rate centers.
What am I missing?
