Tell them they can have the samples for free for 30-60 days, but must
return them, and force them to give a credit card (for which you do an
authorization for the value of the samples). Sure, they might be using a
scam credit card, and if that happens, just take a fully-refundable
deposit for the samples.

Or charge cost for the samples, but then that can cause pricing issues
moving forward.
