As regards the sort of physical plant we've been discussing, yes.
In other respects, no. European telcos and broadband providers aren't
busy trying to actively prevent FTTH / FTTP residential and business
broadband from happening because they want to artificially prop up the
cost of 1 Mbps of bandwidth so they don't have to build any new network,
as American telcos and cable MSOs are doing.
Also, some parts of Europe (like the UK) are heaven for their equivalent
of the deregulated competitive carrier (CLEC), which the US very much is
not at the moment and hasn't really been since this administration and
its FCC appointees showed up.
The point is that these things decrease costs in some other areas where
they would be considerably higher in the US.
