I wouldnt make that claim unless I knew more about why he is there in
the first place. Depending on all the reasons it could be quite
expensive and include many problems if he moves. For example, there may
be cross connects that he is able to take advantage of there that he
wouldnt get somewhere else, thus requiring the additional cost of the
circuits post-move, and so on.
