Well, no, I take that back. You certainly can order a DS1 or a DS3.
For one, many providers will happily sell you something that is
productised and billed as a "DS3," which is "ordering a DS3" enough.
For another, arrangements arise in the world of fiber transport with
frequency in which you "order" a DS3--for instance--of
allocated/channelised bandwidth on some sort of ILEC interoffice or
private fiber transport ring where your handoff from it is something
other than a DS3. In this case, you are ordering a subrate TDM channel
of a certain size to be carved out for you as part of some sort of
managed transport service. This is quite common in the ways that
carrier interconnection is accomplished, the way UNE circuits are
designed and handed off to third parties, etc.
