That would beg the question what is a Tier 1 carrier when referring to voice?  It really is only widely accepted as defined for IP networks only.  If you want a short list of large companies that recognize other large companies enough to setup electronic CSR exchange information for automated LNP then that is a short list:

AT&T

Verizon

Bell South (which I think maybe AT&T I'm not sure)

Qwest

If you change your definition to include carriers that have their own "large" network then you need to start to include carriers like:

Level 3

Global Crossings

Sprint

XO

and the list would just dribble on into infinity until you decide your own arbitrary flavor of what Tier 1 means for you in the voice world.

Someone more versed that I will probably correct me but I believe that those on that top list are the ILECs and all others are CLECs, but that is just me speculating from lack of knowledge.

Steve,
Just wondering why you are going with the Tier 2 and 3 guys. While I have heard only positive things about both Junction Networks and Teliax, if you have the volume traffic and do not need their value added services, why don't you go directly with one of the Tier 1 carriers?

Would cost you definitely less...
